
The Las Vegas Justice Court has set a hearing for negotiations next week in the DUI death of a cyclist in Providence Las Vegas. Charles Wesley Carter Jr., a 69-year-old Las Vegas man, has been accused of allegedly driving impaired and fatally striking a bicyclist on Shaumber Road on November 2 in Providence Las Vegas.
Police say Carter showed “multiple signs of impairment” when officers found him in the front seat of a Mercedes-Benz near Grand Teton Drive and Shaumber Road.
The victim, 77-year-old Wesley Sterner, died at the scene. According to witness accounts, the vehicle hit a curb, crossed into opposing lanes, and accelerated moments before the collision.
Officers reported smelling alcohol, and Carter displayed erratic behavior during field sobriety testing. A warrant was obtained for a blood draw.
Carter now faces multiple charges, including:
- DUI of alcohol and/or controlled substance resulting in death (Felony – NRS 484C.430)
- Reckless driving resulting in death or substantial bodily harm (Felony – NRS 484B.653.9)
- Duty upon damaging unattended property (Misdemeanor – NRS 484E.040)
Carter was initially held on $250,000 bail. Court records now show he has been released on a surety bond and is under high-level electronic monitoring. His bail conditions include SCRAM alcohol and drug monitoring, along with a strict court order prohibiting him from driving.
A SCRAM Drug Patch Non-Compliance Notice was filed on December 8, indicating a possible violation of Carter’s monitoring program. The matter will be considered at the December 17, 2025, hearing before Justice of the Peace Joseph M. Bonaventure.
